Jalal Dahham is an economist and health economist with over 18 years of experience working across government, academia, and consultancy. Since 2015, he has served as Senior Economic Advisor at the Embassy of the Kingdom of the Netherlands in the State of Qatar, focusing on healthcare, economic diplomacy, strategic advisory, and other priority sectors. He holds a PhD in Health Economics from Maastricht University in the Netherlands and a Master’s degree in Economics and Management from the University of Montpellier I in France.

In addition to his advisory role, Jalal has supported governments, international organizations, academia, and industry through consultancy assignments in health economics, HTA, and market access. He is a health economics researcher affiliated with Maastricht University and INSPECT-LB, where he serves as Coordinator of the Health Economics Division. His research focuses on health technology assessment, economic evaluations, the economic burden of disease, and evidence generation to support healthcare decision-making, particularly in low- and middle-income countries.

Jalal has authored peer-reviewed publications in international journals and presented his research at international conferences. He serves as a guest lecturer at several academic institutions, a PhD co-supervisor at Maastricht University, and a reviewer for several journals in health economics and outcomes research. He also serves as an Editorial Review Board Member for Emerald Publishing’s Global Smart Food Systems and is a member of the ISPOR Lebanon Chapter.
